Article XLV: 

§ Section (1): All financial and money matters will be under the authority of the Office of Finances, guiding the Federal Central Bank. 

§ Section (2): The Minister of Finance is to be in charge of the Office of Finances. This, being one of the most important and responsible positions in the government, who will be appointed by the Head of State, the reigning Empress or Emperor with a majority approval of the House of Lords and is to be a non-political office with a term of five years. The Minister of Finances will serve no more than 10 years.  Etc...
